Family Welfare Training & Research Centre (F.W.T. & R.C.), Mumbai, is a central training institute which was approved for conducting Diploma in Health Education (DHE) course in December 1986 by Govt. of India, Ministry of Health & Family Welfare, Department of Family Welfare, under Development of National Trained Health Manpower for the training of Health Education Specialists and Para-medical Workers' Scheme. Diploma in Health Education course has been recognized and is affiliated to the International Institute for Population Sciences (I.I.P.S.), Deemed University, Mumbai.

This DHPE training course is action-oriented with in-built field work spread through-out the whole academic year, thus the trainees learn to understand their job responsibilities, tasks and roles, and they are equipped with the basic knowledge, proper skills and attitudes to perform their jobs in more skilled manner in the community and in their respective working places.


General Objective:

To develop Health Education Specialists needed to provide effective Health Promotion Education activities.

Specific Objectives:

At the end of the training course, the student will be able to :-

  • Relate the basic health sciences and apply this knowledge in Health Promotion Education
  • Apply the knowledge of Behavioral Sciences with Community Organization and Community Development in bringing about desirable changes in the health behavior of the community and to make Health Promotion Education Programmes in the Community
  • Apply simple statistical methods and demographic techniques in their present Job situation for programme planning and for conducting health surveys and research studies related to health.
  • Perform the role of Health Education Specialist in the community, conducting Health Promotion Education Programmes effectively by proper application of concepts, principles, objectives and approaches of Health Promotion Education.
  • Explain Health Policy, Health Care Delivery System, Development skills in Public Health Administration for effective implementation of IEC component of National Health Programmes, along with Health Promotion Education activities.
  • Become an effective communicator, for advocacy in Health Promotion Education in the Community.
  • Plan, implement and evaluate Health Promotion Education Programmes in community by positive and constructive attitudes on the identified health problems.

    One year Diploma Course in Health Promotion Education is affiliated to International Institute of Population Sciences, Mumbai (Deemed University).

    The candidate should fulfill either of the following eligibility criteria :-

    01.(a) Graduate in Psychology / Economics / Anthropology / Statistics / Sociology / Education / Communication / Social work/Dietetics with three years of experience in community work in the field of Health/ Education/ Welfare etc.
    (b) A Graduate in Nursing or any other paramedical fields.
    The graduation degree should be from a UGC recognised University
    02.Age not more than 40 years with only five years of relaxation for the reserved candidates SC/ST 3 yrs relaxation for OBC Candidates.
    03.In service candidates in Central./State government Health and Family Welfare Department & directly involved in the delivery of health care services will be preferred. Persons working in National level recognised NGOs working in health field will be accepted.
    04.Reservation for SC/ST and Disabled will be provided as per the Government of India rules. A certificate from the Recognised District Authority must be attached at the time of submission of application form.
    05.Individuals with any of the above qualifications from Government and Non-Government Organisations working in the Rural areas/under performing districts, in the community health will be preferred.
    06.Preference for the admission will be given for candidates sponsored from Directorate of Health Services of the State. All application to be forwarded through proper channel.
    07.The medium of instructions for this course is in English.
    08.Selection Committee decision will be final.
    09.D.H.P.E. Course is a full time Residential Training course of one academic year (from June to May).
    10.No students will be permitted to seek employment, or to participate in any course of study either full time or part time during the period he/she is enrolled at the Institute.


    One year full-time, residential programme from June to May.


    There are two semesters each having four papers;

    Semester I:

    Paper 1- Health and Hygiene with Basic Sciences

    Paper 2- Behavioural and Social Sciences

    Paper 3- Research Methods and Statistics

    Paper 4- Health Promotion Education Part-I

    Semester II:

    Paper 5- Epidemiology

    Paper 6- Dynamics of Population and Family Welfare

    Paper 7- Health Policies and Programmes

    Paper 8- Health Promotion Education Part - II


    Teaching is carried out through classroom lectures, laboratory work, seminars, assignments, workshops, fieldwork and observational visits etc. Health and family welfare education essentially require a multi-disciplinary approach and the subjects taught at the Centre as indicated above cover various aspects of population, health and family welfare, its inter-relationship to socio- economic variables.

    Concurrent fieldwork is carried out in small groups at urban slum areas in Mumbai. Trainees identify health problems in the given community, and accordingly plan, implement and evaluate health education activities, thus applying knowledge and skills gained in classroom to actual field situation. Supervised fieldwork is carried out individually in rural or urban slums for a period of two months in their respective states.

    Diploma in Health Promotion Education (DHPE Course) is affiliated to International Institute of Population Science (IIPS), Deemed University, Mumbai. The Direct grading system of University Grant Commission (UGC), New Delhi is followed for examination of this course.


    This course has two semester examinations conducted in October and February respectively. Central paper corrections are done during both the semester examination.

    Grades obtained in all subjects are counted for determining the overall grade. Minimum grade required for passing is "B- (B minus)" in each unit.


    The following seven points grading is followed in the institute.

    A student securing overall average grade points (OAGP) of less than B minus, i.e.: grade C will not be eligible for the award of the degree. A student will be allowed to appear for re-examination with the academic session in both the semesters.
